Monitoring

Monitoring is a continuous process of data collection in order to monitor the project implementation and ensure compliance with the contract provisions, the rules of the Structural Funds and the Bulgaria and EU legislation. With a view to the implementation of the activities under any project, monitoring is the ongoing and systematic data (evidence) collection and analysis which serves the purposes of follow-up management, control and decision-making. Monitoring enables the evaluation whether the planned and approved project activities lead to achieving the expected results and goals of the relevant project. Monitoring allows for the timely identification of possible difficulties and implementation of the respective corrective actions.

Monitoring aims at the following:

  • inspecting the technical and financial reports of the project financed;
  • inspecting and ensuring strict compliance with the rules and procedures laid down in the Public Procurement Act (PPA), the Ordinance on the award of small-scale public contracts and Decree of the Council of Ministers No 55/2007;
  • ensuring that the approved project is implemented with the necessary human resources;
  • inspecting the accuracy, validity and reliability of the information presented in the reports as well as the progress made in the implementation of the activities and the results achieved under the project;
  • inspecting how the resources are used to achieve the planned results and their contribution to the project objectives;
  • ensuring that the implemented project activities have been duly reported and are available to the national and EU control authorities upon request;
  • ensuring the timely identification of potential issues and difficulties in the project implementation;
  • assisting the project teams by means of proposals, recommendations and specific measures carried out if necessary;
  • ensuring the active involvement of the stakeholders in the project, fulfillment of the partnership arrangements and providing information about the financed activities of the partners;
  • contributing to the sustainability of project results and impact and identifying best practices with a view of their dissemination, and ensuring a more comprehensive project impact;
  • inspecting compliance with information and publicity requirements;
  • inspecting the implementation of the compulsory instructions or requirements issued by the Managing Authority for removal of shortcomings or weaknesses in the project management which have been established during the inspection.
