Management structure

Main bodies responsible for implementation of the programme:

1. Managing Authority – “Programming of Regional Development” Directorate General at the Ministry of Regional Development and Public Works is responsible for the reliable implementation of the programme in accordance with the European legislation and performs overall monitoring, financial management and control of the programme’s funds. It delegates functions and tasks to the implementing units at the centres of NUTS 2 regions.

•Regional Departments – 6 for each NUTS 2 region. These departments are part of the Managing Authority, which delegates to them functions and tasks related to implementation of the programme: organize information days for separate calls for proposals and provide consultation to potential beneficiaries. They also provide on-going monitoring of projects.

2.The Certifying Authority is the body receiving and verifying statements of expenditure by the Managing Authority, submitting the certified expenditures to the European Commission to reimburse the payments. This body is “National Fund” Directorate at the Ministry of Finance.

3.The national Audit Authority performs audits to check the effective functioning of the operational programme’s management and control system. It performs audits of operations on a sample check basis of expenditures made, etc. This body is “Audit of EU Funds” Executive Agency at the Ministry of Finance.

4.The Monitoring Committee is a supreme body monitoring the implementation of the programme. It is chaired by the Head of the Managing Authority and is summoned at least twice a year. The members include ministries, agencies, other state institutions, associations of municipalities, regional development councils and social-economic partners related to interventions and activities financed by the programme.
